Delivered since 2000 under contract with the Department for Communities and Local Government, Foundations has been successful in co-ordinating and capacity developing the home improvement agency sector. Services include policy research and development, training and events, regional support teams, communication and awareness and quality development. The sector consists of housing associations, in-house local authority agencies and independent agencies providing a range of housing support services to vulnerable and older people. The sector now represents over £90 million of funding and deals with in excess of 240,000 enquiries per year. Core home improvement agency services include minor adaptations, advice and guidance, handyperson services, home and personal security, health prevention services and managing Disabled Facilities Grants.
Through its ‘CEL Training' business, CEL Public Services is an accredited vocational training organisation, employing an experienced team of Trainers and Assessors to focus on helping employers (both SME's and large businesses) and employees to improve their skills to help increase productivity and reduce costs, increase compliance and competitiveness, and move clients up the skills ladder. CEL Training currently delivers NVQ Level 2 and 3 in Health & Social Care, NVQ Level 2 in Business Improvement Techniques, and an Apprenticeship in Customer Services, with our programmes being easy to integrate with the minimum level of disruption for employers and employees and training delivered on-site. CEL Training works with over 1,000 employers and has delivered to more than 2,500 Learners.
CEL Public Services is responsible for the management of CEL Group's relationship with Digital Outreach Limited (DOL) - our joint venture with Age UK and Community Service Volunteers (CSV). DOL is playing a leading role in the Digital Switchover Scheme - the project which will see the UK switch from analogue to digital television. This partnership is proving to be unprecedented - both in terms of its ability to mobilise the third sector to deliver a major change project on a national scale, and in terms of this being achieved through a partnership of third sector and private sector organisations.
This is a business application to support the key functions of a home improvement agency. The application helps to case manage and report on housing-related intervention services. This web-based application allows agencies to measure outcomes from services and provide returns (for example, to Supporting People) for contract adherence purposes.
CEL Public Services offers consultancy, training, research and events management services to central and local government and social housing providers. Our core areas of delivery have included area needs assessments, commissioning programmes, procurement and OJEU services, strategic supply chain management and performance improvement. Our diverse work has focused on issues associated with an ageing population, procurement efficiencies for audit purposes, housing support services, disability services and services for vulnerable communities. Along with our commissioned consultancy and research work we have run over 100 events and seminars and provided training for in excess of 1,000 delegates a year.
CEL Public Services provides a performance and benchmarking quality service to home improvement agencies. The Quality Mark is used by commissioners as a passport through quality assessment. It provides both self assessment and a detailed business performance improvement plan aligned to a sustainable, holistic housing services support business. The quality mark also enables agencies to benchmark their performance against a range of criteria.
CEL Public Services administers the Foundations Independent Living Trust on behalf of the Trustees. This charitable Trust is chaired by Baroness Kay Andrews and provides emergency intervention funding for vulnerable people to continue living independently in their own homes.
